Council is Supportive of Shooting Range At Last Meeting PDF Print E-mail

cvcouncil3-11Yesterday's town meeting began with the popular historical moments presented by Kay Jones President of the Chino Valley Historical Society.  Kay Jones discussed the historical site of Birdie and Sons Barber shop, it’s located at 530 N Highway 89. Chino Valley, AZ, 86323.  Norma Jean Bennett, also known as Birdie, is the owner and operator of the Birdie and Sons Barber Shop, as well as an Arizona native.  Birdie moved to Chino Valley in 1982 and started shop in 1984 in what is now the tattoo parlor and former town hall.  Birdie then moved on in 1986 and bought her present shop.  The center porch of the building is one of five pump houses out of Del Rio Ranch,  moved to the present location in 1972 by Forest Hightower.  Birdie is amazing - as she explained to Kay Jones the history, she was working the entire time and cut about 5 haircuts.  Birdie is a very busy lady and has no plans to retire any time soon.

The new Mini Mall is located at 1222 S. Highway 89 in Chino Valley.  The mall will have a grand opening today from 9 a.m.-5 p.m., including a ribbon cutting and drawings for gifts and free food from 11 a.m.- 1 p.m.

There will be seven separate Mini Mall stores that sell the following items: Cookie Lee jewelry; leather items, such as bells, wallets and holsters and leather repairs; craft items, such as knit scarves and caps, quilts, wind chimes, bird houses, Southwest decor, and inspirational and patriotic items; purses, luggage and watches; art, clothing, linen and much more.

Council also heard about the Chino Valley Area Chamber of Commerce Home Health and Business Expo from 10 am - 3 p.m. which is a free event. There will be 66 exhibitors to share their businesses with the town.  The event will be held at the Chino Valley High School. Free health screenings, business drawings and $1,000 in prizes will be available, along with Prescott Regulators, helicopter tours and much more. They will have a Health Safari on site for the kids.

The Chino Valley Chamber of Commerce is the host of the event, and have rounded up a grand prize of two round trip Horizon Airlines tickets and the chamber's Hockey Package prize that includes Phoenix Coyotes T-shirts, a wall plaque, a hockey pants-shaped bag, a baseball cap and a hockey puck.

Next on the agenda, it was decided the Chino Valley police will proceed with the shooting range intergovermental agreement (IGA). Council voted 6-0 to let the police department create an IGA with the Arizona Game and Fish Department to develop and improve the department's shooting range.

Chino Valley Police Department Commander Chuck Wynn said the department continues to get positive feedback on the development of the shooting range. "We need your permission to work with Game and Fish on the IGA and range," he said.  The new shooting range will be 40-45 acres instead of 80 acres as in the original proposal. Mayor Jim Bunker said the smaller acreage was "much better."

Council, on a 6-0 vote, authorized the police to determine if the Prescott Sportsman's Club is the only qualified provider. If not, the police will have to come back to the council with a request for proposal (RFP).

Anthony Chavez, Game and Fish's statewide shooting range manager, previously said if the 80-acre site is developed on Old Home Manor as a shooting range, it can handle a 50- and 100-yard pistol range and 100, 200-300 and 300-600-yard rifle range so the range could play host to many events that draw a lot of people. Wynn said they can put all these ranges on the smaller site.

The O’Briens came seeking an approved Conditional Use Permit to allow a Bed and Breakfast in their existing home.  Their request is to use three bedrooms for the B & B.  Although the conversion will increase traffic on Center Street, it can be accommodated by widening the street, which may require a variety of adjustments. The RV parking
should not be used for sleeping quarters or have any utility hookup.

Joel Baker said that the different amenities that Mr. & Mrs. O’Brien “have put on there property is definitely the jewel of our community.”  He stated that he has never seen any vehicles traveling in and out of this property which caused any dust in this area.

The change order sought by T & T Construction in the amount of $60,721.97 was approved for additional work for the New Town Hall on Center Street Sewer Project.  Funds are to come from the Center Street Project budget, (GADA) Greater Arizona Development Authority Loan Proceeds.

Council also ratified the award to drill a municipal water well project to Drill Tech of Chino Valley in an amount to not exceed $200,000.00 and applied the emergency procurement methods necessary to allow for direct award.  Funds to be transferred from Water Enterprise Fund Reserve to a new line in Water Enterprise Fund.  Funds will come from the $500, 000.00 repayments to Roads Impact Fund.

And finally, Council moved to ratify the purchase of a used 2002 Broom Bear pick-up style street sweeper in the amount of $37,940.00.  The monthly normal maintenance includes changing out the brooms and air nozzles.
