Bump it!
The Chino Valley Police Department Gun Range may be seeing some improvements through a shooting range development grant from the Arizona Game and Fish Department. There might possibly be some additional funding available as well. Council will also discuss whether or not to approve a consulting agreement with Mark Holmes, former Chino Valley Water Resources Director at a cost of $85 per hour. This agreement would begin February 12, 2010 and continue through May 12, 2010. Annual and six-month Financial Reports, prepared by Hinton Burdick, Hall & Spilker, PLLC will be presented to Council at Thursday's Town Council meeting. The annual Expenditure Limitation Report for the fiscal year ending on June 30, 2009 will also be discussed. This week's Council Agenda includes several presentations: the Chino Valley Historical Moment; a Chamber Update; and information regarding the Chino Valley Budget Override Election in March. A new Parks and Recreation Advisory Board appointee will be sworn in, while Chair Eric Woods and Parks & Recreation Director Jason Kelly will also acknowledge Chino Rentals as the 2009 Partner of the Year. And finally, an agreement with Lyon Engineering for the design of the road widening project is on the slate for Road 2 North at the Santa Cruz Wash, at a cost of $104,725. City Council Agenda:AMENDED NOTICE OF THE REGULAR SESSION OF THE CHINO VALLEY TOWN COUNCIL FEBRUARY 11, 2010 6:00 P.M. Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Chino Valley Town Council and to the general public that the Chino Valley Town Council will hold a Regular Meeting open to the public on Thursday, February 11, 2010 at 6:00 p.m. in the Chino Valley Council Chambers located at 1020 W. Palomino Road, Chino Valley, Arizona. Members of the Town Council will attend either in person or by telephone conference call. (Editor's Note: The Rules for Addressing the Council have been moved to the bottom of the page.) The Agenda for the meeting is as follows: 1) Call to Order, lnvocatlon; Pledge of Allegiance; and Roll Call. 2) Introductions, Presentations and Proclamations 2a) Chino Valley Historical Moment, presented by Kay Jones, President, Chino Valley Historical Society. 2b) Chamber Update by Ab Jackson, Chief Executive Officer, Chino Valley Area Chamber of Commerce. 2c) Presentation by Duane Noggle, Superintendent, Chino Valley Unified School District, regarding the District's March 2010 budget override election. 2d) Administer Oath of Office to Parks and Recreation Advisory Board appointee. 2e) Continued from January 28,2010: Presentation by Eric Woods, Chair of the Parks & Recreation Advisory Board and Jason Kelly, Parks & Recreation Director, acknowledging Chino Rentals as the Parks & Recreation Department's 2009 Partner of the Year. 3) Call to the Public Call to the Public is an opportunity for the public to address the Council conceming a subject that is not on the agenda. Public comment is encouraged. At the conclusion of an open call to the public, individual members of the Council may respond to those who have addressed the Council, may ask staff to review a matter or may ask that a matter be put on a future agenda. However, members of the Council shall not discuss or take legal action on matters raised during an open Call to the Public unless the matters are properly noticed for discussion and legal action. Individuals are limited to speak for three (3) minutes. The total time for Call to the Public may be up to 30 minutes per meeting. 4) Mavor/Council/Manager Report This item is for information only. Presentation on information requested by the Mayor and Town Council will be made and questions answered. No action will be taken. Consent Agenda All those items listed below may be enacted by one motion and approved as consent agenda items. Any item may be removed from the consent agenda and considered separately if a member of the Council so requests. 5) Approve December 10, 2009 Regular Meeting minutes. 6) Approve December 17, 2009 Special Meeting minutes. Staff Recommended motion: Accept Consent Agenda items 5 and 6. Action Items 7) Accept the Annual Financial Report and the Annual Expenditure Limitation Report for the fiscal year ended June 30, 2009 as prepared by Hinton Burdick, Hall & Spilker, PLLC. Staff Recommended motion: Move to accept the Annual Financial Report and the Annual Expenditure Limitation Report for the fiscal year ended June 30, 2009. 8) Approve the Financial Report for six months ending December 31, 2009 for fiscal year 2009/2010. Staff Recommended motion: Move to approve the Financial Report for six months ending December 31, 2009 for fiscal year 2009/2010. 9) Continued from January 28,2010: Presentation and possible action regarding the scope of improvements to the Chino Valley Police Department Gun Range through a shooting range development grant from the Arizona Game and Fish Department, as well as possible additional funding. Staff Recommended motion: To be determined per Council discussion. 10) PUBLIC HEARING AND POSSIBLE ADOPTION OF Resolution No. 10-925 and authorize the Parks, Recreation & Senior Services Department to apply for and accept funding in the amount of $43,760.00 UP TO $113.510.00 from Arizona Department of Transportation Section 5311 Rural Transportation Grant Program to initiate a public transit system during fiscal YEAR 2010/2011. This grant requires a local match valued at $23,490.00 $28.740.00, which shall be met through volunteer service hours, Town personnel and operating allocations, Local Transportation Assistance Fund (L TAF) II grant funding, and the Town's general fund. Staff Recommended motion: (A) HOLD PUBLIC HEARING: (B) To be determined per Council discussion. 11) Approve Consulting Agreement with former employee Mark Holmes for work on water resource issues, current negotiations, and projects as outlined in Exhibit A to the Agreement, in an amount of $85.00 an hour, for the period beginning February 12, 2010 and ending May 12, 2010. Funds to come from Water Enterprise Fund, professional services line. Staff Recommended motion: Move to approve Consulting Agreement between the Town and Mark Holmes beginning February 12, 2010 and ending May 12, 2010, at a rate of $85.00 an hour. 12) Approve Professional Services Agreement between the Town of Chino Valley and Lyon Engineering for the design of the roadway widening of Road 2 North at the Santa Cruz Wash in the amount of $104,725.00. Funds to come from Roads Impact Fees. The current budget for Road Impact Projects in the Roads Impact Fee Fund is $99,500.00; consequently, a budget transfer of $5,225.00 is required to facilitate this expenditure. Staff is recommending a $5,225.00 revenue/expenditure budget increase in the Roads Impact Fee Fund with a corresponding revenue/expenditure budget decrease in the Capital Improvement Fund. Staff Recommended motion: Move to authorize the Mayor to sign the professional services agreement between the Town and Lyon Engineering for the design of roadway widening of Road 2 North at the Santa Cruz Wash in the amount of $104,725.00. 13a) Council may vote to hold an executive session pursuant to A.R.S. § 38- 431.03(A)(3) and (A)(4) to obtain legal advice, and to consider its position and instruct its attorneys regarding pending water supply contract negotiations. 13b) Possible action regarding pending water supply contract negotiations and approval of amended agreements. Will public transit be coming to Chino Valley during the fiscal year 2010/2011? That's one of the questions being considered at Thursday night's Town Council Meeting. The question is whether or not to apply for and accept funding in the amount of $113,510 from the Arizona Department of Transportation Section 5311 Rural Transportation Grant Program. This grant would require the Town to provide a value of $28,740 in matching funds and or in-kind services such as volunteer service hours, Town personnel and other sources.
