YCSO Detectives Take Down Ashfork Meth Operation PDF Print E-mail

ashforkmugshotsBeginning in the month of August, 2009, detectives from the Yavapai County Sheriff’s Office Special Crimes Unit conducted an undercover operation to investigate the ongoing sales of methamphetamine in Ash Fork and the Kaibab Estates Communities. Assisting YCSO were law enforcement personnel from the Prescott Area Narcotics Task Force (PANT) and the Flagstaff Metro Unit. The Kaibab Estates area is located in Coconino County adjacent to the Yavapai County line. YCSO detectives received the initial tip regarding this operation from a Yavapai Silent Witness caller.

At the conclusion of the investigation, detectives served a search warrant for three homes involving 6 suspects in the meth sales operation. The suspects were identified as Judith Manley, 53, Casandra Manley, 30, Michael Padilla, 42, Ligorio Saldana, 38, Shanna Heidecker 32, and Sonia Celaya, 41.

A partial accounting of the drug purchase history follows:

In August of this year, detectives were able to arrange the purchase of various quantities of meth at hotel rooms located in the 800 block of Park Avenue in Ashfork. Padilla sold meth on at least two occasions at part of a controlled buy. Detectives also learned that Heidecker had participated by breaking up the meth into salable quantities. In November of 2009, Heidecker sold a quantity of meth as part of a controlled buy.

In September of 2009, detectives arranged for the purchase of meth from Judith Manley who resides in a trailer on property belonging to Sonia Celaya located on Mesa Drive in the Kaibab Estates. Judy obtained the drugs from Celaya. In October and November of 2009, detectives were able to purchase meth from Casandra Manley, Judy’s daughter, who lives in the 1300 block of Moon Glow Road in the Kaibab Estates.

On December 10th, multiple search warrants were served at various locations involving this drug sales operation. Detectives found evidence supporting the drug sales operation including cell phones, scales, pay/owe sheets, drug paraphernalia, cash proceeds, and packaging material.

Casandra Manley was arrested at her Moon Glow Road home for 4 counts of Child Abuse (children turned over to CPS) and numerous charges related to drug possession and sales. Casandra’s boyfriend, Ligorio Saldana, was also arrested during the service of search warrant for Possession of Dangerous Drugs and Weapons Misconduct involving a recovered rifle. Celaya was arrested at her Mesa Drive home for 3 counts of Possession of Dangerous Drugs for Sale among other charges. Judy Manley was arrested for 2 counts of Possession of Dangerous Drugs for Sale. She was located at Heidecker’s home in the 700 block of Route 66. All the above were booked at the Coconino County Jail.

Heidecker was arrested at her home in the 700 block of Route 66 for 2 counts of Possession of Dangerous Drugs for Sale among several drug related charges. Padilla was arrested at his home in the 100 block of Yucca Trail for various drug charges including 2 counts of Possession of Dangerous Drugs for Sale. Both were booked at the Camp Verde Detention Center.
