Tuesday, Sheriff Mascher held a promotion ceremony at YCSO headquarters in Prescott. Former Lt. Jeff Newnum, who supervised the Southern Area Patrol Command, was promoted to the rank of Captain and will oversee the Law Enforcement Services Division. In this new assignment, Captain Newnum will replace Captain David Rhodes who has been assigned to the position of Detention Services Division Commander. In his capacity as Law Enforcement Services Division Commander, Captain Newnum will oversee the Criminal Investigations Bureau along with all 3 patrol commands. These commands are identified as Northern, Southern, and Eastern with each operating under the supervision of a Lt.
Captain Newnum began his career with Yavapai County Sheriff's Office in 1996 as a Certified Deputy and successfully promoted through the ranks. His previous assignments include supervision of Southern Area Command field operations. He has worked Criminal Investigations, Special Crimes Unit, Traffic/DUI squad, and Forest Patrol/Search & Rescue. Captain Newnum is a veteran having served in the United States Army.
Captain Rhodes has been with the Sheriff's Office since 1994. His previous assignments include Commander of the Law Enforcement Services Division. In 2010, he attended the FBI National Academy, which he completed in March 2011. He has been selected as a law enforcement member of the Committee on the Impact of Domestic Violence of the Supreme Court of Arizona, which is a three-year term.
With the assignment of Captain Rhodes to Detention Services Division, Sheriff Mascher has transferred its current Commander, Captain Brian Hunt, to the Support Services Division. Captain Hunt had previously occupied this position as a Lt. and is well versed in the many responsibilities of these critical functions within YCSO. Support Services includes Civil, Communications and Dispatch, Recruitment and Training, Records, and Volunteer Services.
During a previous ceremony occurring March 28, 2013, Sheriff Mascher promoted Frank Barbaro to Lt. in charge of the Northern Area Command. Lt. Barbaro replaces Wayne Loughrige who was killed in a tragic off duty accident in January of this year. Lt. Barbaro started his career as a Detention Officer in 1996 and by the following year, was a full time deputy sheriff. In 2007, he was promoted to Sgt. and worked various assignments including patrol, K9, and several years as the Criminal Investigations Sgt. in charge of Eastern (Verde) Investigations before this promotion.
